Onshore Production Facility Level Requirements

This page provides an overview of the Onshore Production Facility Information reporting requirements for Subpart W.  

The Onshore Production Facility Information worksheet is applicable to onshore petroleum and natural gas production facilities (98.236(a)(2)).

Reporting Requirements

Each applicable facility must report:

  • The basin associated with this facility [98.236(aa)(1)(i)]

  • Quantity of gas produced in the calendar year from wells (thousand standard cubic feet) [98.236(aa)(1)(i)(A)]

  • Quantity of gas produced in the calendar year for sales (thousand standard cubic feet) [98.236(aa)(1)(i)(B)]

  • Quantity of crude oil and condensate produced in the calendar year for sales (barrels) [98.236(aa)(1)(i)(C)]

  • Whether missing data procedures were used [98.235]

Table AA.1.ii Onshore petroleum and natural gas production: Sub-Basin Characterization is required for each County and formation combination. Required data elements include:

  • County and state in which the Sub-Basin is located [98.236(aa)(1)(ii)(A-B)]

  • Formation type of the Sub-Basin [98.236(aa)(1)(ii)(C)]

  • Sub-Basin ID (this data element is created by the reporting form based on the selected County and Formation type)

  • Number of producing wells at the end of the calendar year [98.236(aa)(1)(ii)(D)]

  • Number of producing wells acquired during the calendar year [98.236(aa)(1)(ii)(E)]

  • Number of producing wells divested during the calendar year [98.236(aa)(1)(ii)(F)]
  • Number of wells completed during the calendar year [98.236(aa)(1)(ii)(G)]

  • Number of wells permanently taken out of production [98.236(aa)(1)(ii)(H)]

  • Average mole fraction of CH4 in produced gas [98.236(aa)(1)(ii)(I)]

  • Average mole fraction of CO2 in produced gas [98.236(aa)(1)(ii)(J)]

  • For sub-basins with oil formations, the following data elements must also be provided:

    • Average Gas-to-Oil (GOR) Ratio of all wells (thousand standard cubic feet per barrel) [98.236(aa)(1)(ii)(K)] 

    • Average API gravity of all wells (degrees) [98.236(aa)(1)(ii)(L)] 

    • Average Low Pressure Separator Pressure (psig) [98.236(aa)(1)(ii)(M)]

Table AA.1.iii Onshore petroleum and natural gas production: Well Characterization

This table combines well-specific reporting requirements for 98.236(aa)(1), (f), (g), (h), (l) and (m). Complete those columns relevant to the activities conducted at each well.

If you have multiple sets of activity data to report for a specific emission source type, enter these data in separate rows, flagging the additional rows in Column C. For example, if a well has both completions and workover activity, report the completions data on one row, and report the workover data on a separate, subsequent row. In this example, enter only the well ID, the additional data flag, and the workover data on the subsequent row; leave other cells blank so that no data for a particular well are repeated.

If you are copying data into this table from another file, the acceptable enumeration for this table's fields can be found here. {Table AA.1.iii - Enumeration List.xls} Copy and paste into only the blue cells. (The gray cells are write-protected and will therefore cause the "paste" function to fail if they are included in the copied cells.) Use Paste Special / Values when pasting. Failure to cut and paste as directed may damage your reporting form, forcing you to start again with an empty form. Use of the Paste Special / Values will ensure that formatting and cell protection is not altered.

For each entry in Table AA.1.iii include the following:

  • Well ID Number [98.236(aa)(1)], [98.236(f)(1)(ii)], [98.236(f)(1)(xi)(A)], 98.236(f)(1)(xii)(A)], 98.236(f)(2)(i)], [98.236(g)(1)], [98.236(g)(5)(ii)], [98.236(g)(6)(iii)], [98.236(h)(1)(i)], [98.236(h)(2)(i)], [98.236(h)(3)(i)], [98.236(h)(4)(i)], [98.236(l)(1)(ii)], [98.236(l)(2)(ii)], [98.236(l)(3)(ii)], [98.236(l)(4)(ii)], [98.236(m)(1)], [98.236(m)(7)(i)], [98.236(m)(8)(i)]

  • Additional data indicator (select 'Yes' if this row is being used to provide additional information for a well described in a prior row)
  • Sub-basin.  The list of sub-basins is based on the Sub-basin ID's generated in Table AA.1.ii.  [98.236(aa)(1)], [98.236(f)(1)(i)], [98.236(g)(1)], [98.236(h)(1)(i)], [98.236(h)(2)(i)], [98.236(h)(3)(i)], [98.236(h)(4)(i)], [98.236(m)(1)], [98.236(m)(7)], [98.236(m)(8)]

For each well at facilities subject to 98.236(aa)(1), report the following:

  • Producing at end of calendar year? [98.236(aa)(1)(ii)(D)]   (Producing, Non- Producing, or Not Applicable) 

  • Producing well acquired during calendar year? [98.236(aa)(1)(ii)(E)] (Acquired or Not Applicable) 

  • Producing well divested during calendar year? [98.236(aa)(1)(ii)(F)] (Divested or Not Applicable)

  • Completed during calendar year?  [98.236(aa)(1)(ii)(G)] (Completed or Not Applicable) 

  • Permanently taken out of production during calendar year? [98.236(aa)(1)(ii)(H)] (Out of Production or Not Applicable) 

For facilities with Liquids Unloading subject to 98.236(f), report the following for each well:

  • Calculation Method [98.236(f)(2)(ii)] (selection of this data element activates the appropriate columns)
    If "No liquids unloading reporting required for this well per 98.236(f)" is reported, the columns below remain closed.

    • If 'Calculation Methodology 1 [98.233(f)(1)] - Tested Well' OR 'Calculation Methodology 1 [98.233(f)(1)] - Calculated Well' are applicable, report:
      • Tubing Diameter Group/Pressure Group [98.236(f)(1)(ii)]

      • Were Plunger Lifts used? [98.236(f)(1)(iii)]

        • If 'Yes', report:

          • Tubing pressure (psia) [98.236(f)(1)(xii)(B)] 

          • Internal tubing diameter (inches) [98.236(f)(1)(xii)(C)]

        • If 'No', report:
          • Casing pressure (psia) [98.236(f)(1)(xi)(B)]

          • Internal casing diameter (inches) [98.236(f)(1)(xi)(C)]

    • If 'Calculation Methodology 1 [98.233(f)(1)] - Tested Well' is applicable, also report:
      • Depth of the Well (feet) [98.236(f)(1)(xi)(D)] [98.236(f)(1)(xii)(D)]

      • Average flow rate of the measured well venting, FR (standard cubic feet per hour) [98.236(f)(1)(xi)(E)] [98.236(f)(1)(xii)(E)] 

    • If any of the following calculation method options are selected, no further Liquids Unloading data elements are required for this well in RY17:

      • Calculation Methodology 2 [98.233(f)(2)]
      • Calculation Methodology 3 [98.233(f)(3)]
      • Calculation Methodology 2 and 3 [98.233(f)(2-3)]


For well-specific activity data for each completion and workover with hydraulic fracturing subject to 98.236(g), report the following:

  • Whether the well was subject to a completion or workover in RY17 (98.236(g))
    If "No completions/workovers with hydraulic fracturing reporting is required for this well per 98.236(g)" is reported, the columns below remain closed: 
  • Well type combination
    • Horizontal or vertical well (98.236(g)(2))
    • Is gas flared or vented? (98.236(g)(2))
    • Reduced emission completion or workover? (98.236(g)(2))
    • Oil well or gas well? (98.236(g)(2)) - your selection here, in combination with the equation selected, will activate certain subsequent data elements as appropriate
  • The equation used to calculate emissions from gas well completions or workovers with hydraulic fracturing (98.236(g)(4)). Differentiate between wells that were measured and wells with calculated emissions.
    • Equation W-10A, measured oil or gas well completion or workover, report:
      • Are the only wells in the sub-basin used to calculate "Measured average flowback rates", "GOR" or "Volume of oil produced" wildcat or delineation wells subject to a 2-year delay in reporting? 98.236(g)(5)(iii)(A) 98.236(g)(5)(iii)(B), & 98.236(g)(5)(ii)
      • Measured average flowback rate for W-10A measured well, FRs,p (standard cubic feet per hour) (98.236(g)(5)(ii))
      • *Note: If Equation W-10A is used, the operational practices for the measured well should be similar to the wells in the sub-basin for which the well is considered representative. If any of the following W-10A parameters are zero or cannot be determined for the well even using missing data procedures, for purposes of Equation W-10A the well would not be considered a representative well and the well should be listed as a Calculated Well: Tp,i, Tp,s, PRs,p, FRMi, FRMs, FRp,i, FRs,p, GORp, and Vp.
    • When the measured well using Equation W-10A is an oil well and W-12C is used because the gas production rate in the first 30 days of production is not metered, report:
      • Gas to oil ratio, GORp (standard cubic feet per barrel of oil) (98.236(g)(5)(iii)(A))
      • Volume of oil produced during first 30 days of production after completion of newly drilled well, Vp (98.236(g)(5)(iii)(B)
    •  If Equation W-10A calculated oil or gas well completions or workover with hydraulic fracturing is chosen, no additional data elements are required.  
    • Equation W-10B, oil or gas well completion or workover with hydraulic fracturing, report:
      • Flow volume vented or sent to a flare for each well in the sub-basin,  FVs,p (standard cubic feet) (98.236(g)(6)(i))
      • Flow rate at the beginning of the period of time when sufficient quantities of gas are present to enable separation of each well in the sub-basin, FRp,i (standard cubic feet per hour)  (98.236(g)(6)(ii))

For well-specific activity data for Completions or Workovers WITHOUT Hydraulic Fracturing subject to 98.236(h), report the following:

  • Whether the well was subject to completion or workover in RY17 [98.236(h)]

  • Flared? [98.236(h)] (Yes/ No)

  • Vented to atmosphere? [98.236(h)] (Yes/ No)


For well-specific activity data for Well Testing subject to 98.236(l), report the following: 

  • Equation used to calculate annual volumetric natural gas emissions? [98.236(l)] (W-17A, W-17B, No well testing reporting required for this well per 98.236(l))

  • Were well testing emissions vented?  [98.236(l)] (Yes/ No)

  • Were well testing emissions flared? [98.236(l)] (Yes/ No)


For well-specific activity data for Associated Gas emissions subject to 98.236(m), report the following: 

  • If the well had associated natural gas, was it vented? [98.236(m)(1)] (Yes, No, or No associated gas reporting required for this well per 98.236(m))

  • If the well had associated natural gas, was it flared? [98.236(m)(1)] (Yes/ No)

 

Table AA.1.iv Missing data procedures used for well-specific parameters is required for the identification of missing data procedures used for well-specific reporting:

 

  • Well ID Number
  • Parameters (specify only one per row)
    • (f) Liquids Unloading Wells tested and subject to 98.236(f)(1)(xi) and (xii) using Calculation Method 1
    • (g) Completions and workovers with hydraulic fracturing
  • Measurement Frequency
  • Number of quarters missing data procedures were used [98.236(bb)(1)] (required only if the measurement frequency was quarterly)

  • Total number of hours in the year missing data procedure was used [98.3(c)(8)], [98.236(bb)(2)] (required unless the measurement frequency was quarterly, annually, biannually, or N/A)
