Q51. What representative of a reporting facility is in charge of reporting? Is it the operator or facility owner? Can a third party be hired to report on behalf of the reporting facility?

A51. The rule applies to owners and operators of facilities that "...emit any greenhouse gas." If one person owns the emitting equipment and another person leases and operates it, then the parties are both responsible for reporting. The parties can choose among themselves who will collect and report the emissions data. The greenhouse gas reporting rule provides owners and operators the flexibility to determine among themselves an appropriate Designated Representative to certify and submit the annual report.
