Q116. Do passive flares count as gas collection systems?  Do the landfills with flares have to monitor for landfill gas and methane concentration?

A116. Passive vents/flares (those that are not connected to a system of pipes used to collect landfill gas from different locations in the landfill to a single location for treatment or use) are not covered by the definition of "Gas collection system or landfill gas collection system" in Section 98.6 of the rule.  Landfills that do not have gas collection systems are not required to collect gas flow and methane concentration data.
