Q783. My facility has more than one landfill gas collection system and the operating hours for the systems are not the same.  How should we report the annual operating hours for multiple landfill gas collection systems?

A783. If multiple collection systems were operated at your facility throughout the reporting year, report the average operating hours of the gas collection systems.  If one of the systems was newly installed during the reporting year, do not include that system's operating hours when determining the average operating hours.  Thus, if one collection system operated throughout the reporting year and a second system was installed during the reporting year, report the operating hours for the collection system that operated throughout the reporting year.

You should apply Equation HH-4 for each measurement location, sum the gas recovery (R) values, and then report the summed total as the value for R in the reporting year.  You should also report the annual volume of landfill gas collected as the cumulative volume of gas collected across all measurement locations, and the annual average methane concentration across all measurement locations (do not use a flow weighted average concentration).

Part 98 currently does not require facilities to report the value of fDest and fRec used in Equations HH-6, HH-7, and HH-8.  However, beginning in reporting year 2013, facilities may enter information about multiple measurement locations and destruction devices, such that a facility can determine values for fRec and fDest that incorporate data for multiple devices.  As in previous reporting years, if you are reporting through e-GGRT, you may enter your own calculated values for Equations HH-6, HH-7, and HH-8 rather than use the e-GGRT calculated values if deemed appropriate.
