Q748. What is meant by landfill capacity?

A748. The “landfill capacity (LFC)” required to report under 98.346(b) represents the amount used to calculate average historical waste disposal quantity in Equation HH-3.  According to Equation HH-3, for operating landfills, LFC is the capacity of the landfill used (or the total quantity of waste-in-place) at the end of the year prior to the year when waste disposal data are available from design drawings or engineering estimates (metric tons).  For closed landfills, LFC is the same as the design capacity of the landfill.There are two landfill capacities referred to in subpart HH.  For the “capacity of the landfill” required to report under 98.346(a), “capacity of the landfill” means the design capacity of the landfill, which is the maximum amount of waste that the landfill can ultimately accept . For an active landfill, the design capacity will be higher than the waste in place and is typically contained in the landfill permits and design plans.
