Q491. Please confirm that a facility which processes an inlet gas stream with a methane content of less than 70% by volume, and a heating value of less than 910 Btu per standard cubic foot is excluded from the Onshore Natural Gas Processing segment.

 

A491. The definition of “natural gas” in the final rule revision (December 23, 2011) excludes the composition and heat value specification and simply states: “Natural gas means a naturally occurring mixture or process derivative of hydrocarbon and non-hydrocarbon gases found in geologic formations beneath the earth's surface, of which its constituents include, but are not limited to, methane, heavier hydrocarbons and carbon dioxide.  Natural gas may be field quality, pipeline quality, or process gas.”  Based upon the finalized definition of “natural gas”, a facility that processes an inlet gas stream which is field gas could be included in the Onshore Natural Gas Processing segment if the process otherwise meets the definition of Onshore Natural Gas Processing.
