The “material specific modeling approach” in §98.343(a)(2) refers to the DOC and k-values under the “Waste composition option” in Table HH-1.   If you only have separate inert shipments, you can use the waste composition option for those inert shipments and then use the bulk waste DOC value of 0.20 (under the “Bulk waste option”) for all other shipments.  If you choose to use the waste composition option, then you must use a DOC value of 0.20 for all waste shipments that cannot be directly characterized into the waste composition categories, including C&D wastes.  In other words, C&D waste quantities would be treated as “bulk waste” under the “material specific modeling approach” because separate DOC and k values are not included for C&D waste under the “Waste composition option.”  Facilities that receive segregated shipments of inerts, C&D wastes, and general MSW can either: 1) treat all of their waste as bulk waste (i.e., all waste has a DOC = 0.20); 2) use the modified bulk MSW option, which requires the use of a DOC value of 0.31 for all general MSW shipments; or 3) use the waste composition option only for inert shipments (i.e., all inerts have a DOC = 0.00) and use the bulk waste DOC value (DOC = 0.20) for all shipments that are not 100 percent inert. If the facility receives a large quantity of C&D waste and desires to use the C&D waste DOC value of 0.08, then you must use the bulk MSW DOC value of 0.31 (under the “Modified bulk MSW option”) for all non-inert and/or non-C&D waste quantities.
